Two explanations

H_LOAD
The controller acts whenever load ≥ 0.80.
H_PERIODIC
The controller acts every third cycle.

A scheduled process runs every third cycle and is known to raise load while it runs. In these nine observations, therefore, periodicity and high load are coupled: either a periodic trigger or a load threshold is a natural explanation of the observed actions.
